The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
(-23) Pilot landed on runway 11, Bader field (kaiy), Atlantic City NJ, with a tail wind and failed to stop the aircraft on the runway. Aircraft came to rest in the water (beach thorofare) 100 feet from the shoreline. After impact with water the aircraft turned and its nose was pointed in the general direction of runway 29. Pilot and passengers were rescued by local boaters from the main cabin door. Aircraft did not sink at this time and after evacuation aircraft right engine started and produced power. Aircraft moved around the bay, under its right engine power for approximately one minute in a slow left turn. Engine shut down and aircraft became partially submerged. Pilot stated that the brakes failed two thirds down the runway. Tire marks from the right main gear were observed on the right side of the runway centerline heading to the right. First tire mark measured 8 feet long, followed by six additional tire marks, each nine inches long and spaced six feet apart. This tire track was 166 feet long and departed the runway right side edge. The right tire mark continued in vegetation approximately twenty feet before coming back onto the asphalt taxiway entrance to runway 29. No damage to taxi lights was observed. No left tire marks were visible on the runway. Found tire tracks on sand and grass from the end of asphalt of runway 11 apron going to the bulkhead. These left and right main landing great tire marks measured 192 feet long and 16 feet apart. No evidence of main wheel lockup (skid) was seen, as grass and sand was only flattened out. 1) nose tire mark measurement was 153 feet from the end of asphalt of runway 11, going to the bulkhead. 2) distance measurement from end of runway 11 apron asphalt to bulkhead measured approximately 198 feet. 3) distance from tire mark that measured 8 feet long to last known tire mark on vegetation at bulkhead measured 987 feet. Performed emergency brake system test, system was fully functional and never activated as pneumatic air bottle was over 1900 PSI, prior to system test. Performed antiskid brake functional test, system would not respond to test box because of salt-water damage of system components. Antiskid brake system was not tested. Control continuity from the rudder pedals to the brake-metering valve was confirmed. Brake wear indicators on left wear pin had 22/32ND of pin remaining, right brake wear pin had 23/32ND of pin remaining. Left and right main landing gear tires both had 5/32ND of tread remaining. Flight deck hobbs meter showed 368.0 hours. Following circuit breakers were tripped: distance measuring equipment 1 (DME1), traffic alert and collision avoidance system 1 (TCAS1), left flight guidance computer (lfgc), right flight guidance computer (rfgc), and brake system. Flap lever at 60 deg position, flap position indicator showed 15 degrees. Brake anti skid switch was in the on position. Left throttle lever was in the off position and in detent. Right throttle lever was in the idle position. Thrust attenuator switch was in the auto position. Engine synchronizer system was in the off position. Landing gear handle in the down position. Standby altimeter barometric pressure indicated 297.7MB. Pilot control yoke clip had jeppesen Atlantic City mun/Bader airport identification chard dated 19DEC05 clipped to yoke. Bader airport and other related airport approach and departure charts were under this chart.
As the FAA filed it
(-23) PILOT LANDED ON RUNWAY 11, BADER FIELD (KAIY), ATLANTIC CITY NJ, WITH A TAIL WIND AND FAILED TO STOP THE AIRCRAFT ON THE RUNWAY.
