(-23) On June 5, 2005, Cessna 177RG, N7972V while on approach to land at El Monte Airport, El Monte CA, the pilot privacy data omitted selected gear down and the gear failed to extend. Following numerous attempts to cycle the gear, the pilot then attempted the manual pump. The gear again failed to extend to the down and locked position. A helicopter flew by the aircraft and verified that the mains were down but trailing and the nose gear was not extended. The pilot declared an emergency and was cleared to land on the intermediate taxiway gear up. Inspection of the aircraft found that the nose gear down hydraulic line failed at the bulkhead end dumping all hydraulic fluid. The aircraft experienced minor damage to the belly skin and both propeller blades were bent, no one was injured. The aircraft was raised and the gear manually extended and was towed to the owners hangar.
