Inspector's statement: the pilot privacy data omitted had a total of 5,000 hrs, approximately 400 hours in make/model, approximately 8-15 hours in the last 90 days, and approximately 3-8 hours in actual IMC conditions during the last 90 days according to his son. The pilot's privacy data omitted approach to the localizer and ILS at ack was not exactly smooth. After watching the ATC raptor program it appeared he dove at the ILS starting out 300 feet high and went through it going to the FAR left of the localizer. The pilot privacy data omitted started out very high and then went very low approximately 200 feet off the water before he disappeared off the radar.
