(-23) On September 25, 2006, at 1655, N6018X, a Mooney-20-A hit the parameter fence during approach to runway 30 at Enid, OK (wdg). The flight was operated VMC. The operator indicated that both fuel gauges indicated about half full prior to departure from medford ok (053). The operator stated on the base leg the aircraft was a little low and he applied power to slow the aircraft's sink rate. The engine did not respond, he stated the propeller was rotating, (wind milling). On the final approach he attempted to clear the parameter fence but then he hit and broke the top strand of fence. After that the aircraft contacted the ground prior to the runway threshold. The aircraft then bounced and continued until it impacted the runway. At some point the landing gear system failed to stay extended and retracted. The air traffic control person indicated she had verified the landing gear was down when the aircraft entered the pattern. The aircraft slid on its belly for approximately 200 feet coming to a rest on runway 30. There appeared to be only minor skin damage to the bottom of the aircraft. During the inspection of the aircraft it was noted that the left fuel tank appeared to be empty and the right hand tank had about 2.5".
