(-23) Pilot encountered loss of lift, which caused a high descent rate and loss of altitude. Pilot was unable to make runway. Pilot is a student pilot. Aircraft's annual inspection was current. The aircraft did not have any mechanical malfunctions. Pilot procedural error.
