From the FAA’s Accident/Incident Data System (AIDS), through its Aviation Safety Information Portal, as reported. The NTSB investigates accidents separately, and its record of an accident is the fuller one. The aircraft is matched to the registry by N-number and event date, checked against the reported make and model; the registry’s history has gaps, so older matches can be wrong. Compare the reported make and model.

What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

(-23) Preliminary aircraft incident report states thai airways flight 790 landed at alternate airport ewr after reporting a fuel emergency. A review of the ATC communications tapes reveals thai airways reported "minimum fuel." Tapes further reveal that when ATC queried pilot on fuel remaining, pilot reported 3900 kilos, or about 8600 lbs. During ATC handoff, the first controller then told the receiving controller thai 790 had 3900 lbs of fuel, or about 60% less than they actually had. A review of the dispatch release shows adequate fuel (332200 lbs) of fuel for the planned 17:31 hour flight bkk-jfk. Extensive fog existed for about 5 hours prior to thai 790 arrival in the nyc metro area, and resulted in numerous holding delays for all inbound aircraft. Thai 790 landed with approximately 25 minutes fuel remaining. All data that was reviewed indicates this was a minimum fuel advisory as reported by the crew, not a fuel emergency as reported by ATC.

As the FAA filed it
