(-23) On October 16, 2007, at approximately 1700 CDT, N85DE, a kit fox model 1, ground-looped during a taxi test prior to takeoff, at Siloam Springs, Arkansas (slg). The pilot stated that after lifting the tail on runway 18, he decided to set the tail back down. As the tail was settling back to the ground the rudder control lost all effectiveness and the aircraft veered off to the right. The pilot lost control of the aircraft resulting in damage to the left wing, left wing strut, landing gear and propeller. The pilot reported the winds as 150 degrees at 8 knots. The commercial pilot, the sole occupant, was not injured. The 14 CFR part 91 flight was operating under VFR. No flight plan was filed and the pilot obtained a computer weather briefing. The aircraft received substantial damage. Inspection of the aircraft by airworthiness inspectors of the lit FSDO did not determine any anomalies related to control functionality.
