On 6/29/2010, at approximately 0011 hrs, PDT, CE-402A aircraft, N4549Q, operating as aeroflight 422 (tvda 422), under part 91, on an IFR flight plan in VMC from troutdale, or (ttd) to Boeing field (bfi), seattle, WA, experienced failure of the right engine approximately 30NM south of bfi. The pilot-in-command (PIC) privacy data omitted, ATP certificate #545701018, delared an emergency with air traffic control and diverted to Pierce county airport Thun field (plu), Puyallup, WA. The first landing attempt to runway 16 was aborted due to excessive altitude on final approach. The PIC performed a go-around at 300 feet, circled to a right downwind at 300 feet and entered a mid- field left base for runway 34. The aircraft touched down on runway 34 with 400 feet of runway remaining and rolled off the end of the runway and through 800 feet of grass overrun before coming to a stop against a chain link fence. The PIC was uninjured. The aircraft sustained minor damge to left tip tank nose cone and skin wrinkling of the outboard panel of the tip tank fairing. Investigation disclosed a substantial amount of water and debris in all of the fuel tanks. Additionally, the right engine fuel tank selector was improperly rigged preventing proper correlation of the fuel tank selector detents with the fuel tank placard.
