From the FAA’s Accident/Incident Data System (AIDS), through its Aviation Safety Information Portal, as reported. The NTSB investigates accidents separately, and its record of an accident is the fuller one. The aircraft is matched to the registry by N-number and event date, checked against the reported make and model; the registry’s history has gaps, so older matches can be wrong. Compare the reported make and model.

What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

This incident happened at or around 0450 local time on 11/11/11 at airport sju. At or around 0300 hrs local time, FBO universal aviation assigned a/c marshal privacy data omitted and wing walker privacy data omitted the task to receive, direct, park and attend to the needs of Cessna citation N96TX, a privately owned and operated airplane. According to the information supplied by the citation pilots the owner is privacy data omitted. This information could not be verified in spas. After arrival, N96TX was directed to gate 26 for customs and immigration procedures. The us customs ramp is in close quarters with other two gates being used by domestic and flag ship airplanes such as copa airlines, jet blue, spirit and copa airplane. Puerto rico ports authority, prpa, is the PR government agency that owns and operates the san juan international airport, sju. FBO ground handling personnel marshaled the citation to a spot between a falcon 45 jet awaiting us customs clearance and the copa airlines 737. At the moment of the incident the copa airplane was parked, all doors closed, in shut down mode and no persons or personnel were on board. Therefore, for all practical and legal purposes, the incident does not apply to the copa airplane as at the moment of the incident it was a static object. However, this is not the case for the citation. The ground marshal indicated the citation pilots to start a left hand turn to position the citation facing the operations area and the tail towards the gate building. Only one wing walker was available or used and was positioned on the right wing. Thus, when the citation started turning left the nose marshal lost visual contact with his wing walker. The citation turbines were developing ground power and the falcon jet APU was on. This in addition, precluded the marshal from being able to hear the wing walker. The wing walker saw when the tails were about to come into contact and attempted to get the marshal's attention but had lost visual contact and the noise level did not allow him to be heard. (The turning radius of the citation fuselage is longer than the turning radius of the wings' span).it was painfully obvious to the wing walker that the tails were going to come into contact. Fortunately, for all concerned parties, the citation horizontal stabilizer and its elevator did pass over the 737 left horizontal stabilizers at just enough clearance that the leading edge of the citation's tail only graced the outboard, over the surface static wick and knocked it off. No paint on either airplane was scratched. Only the static wick and the leading edge of the citation came into slight contact. The FAA-FSDO-63, the roc in atl and the NTSB were contacted and all paperwork done and completed as needed. Dou to the slight damage and the fact that the 737 was static and closed with no persons on board the NTSB declared it an incident and as such is being reported by this reporting inspector in this ptrs and the applicable atq-a page.

As the FAA filed it

THIS INCIDENT HAPPENED AT OR AROUND 0450 LOCAL TIME ON 11/11/11 AT AIRPORT SJU. AT OR AROUND 0300 HRS LOCAL TIME, FBO UNIVERSAL AVIATION ASSIGNED A/C MARSHAL ^PRIVACY DATA OMITTED^ AND WING WALKER ^PRIVACY DATA OMITTED^ THE TASK TO RECEIVE, DIRECT, PARK AND ATTEND TO THE NEEDS OF CESSNA CITATION N96TX, A PRIVATELY OWNED AND OPERATED AIRPLANE. ACCORDING TO THE INFORMATION SUPPLIED BY THE CITATION PILOTS THE OWNER IS ^PRIVACY DATA OMITTED^. THIS INFORMATION COULD NOT BE VERIFIED IN SPAS.AFTER ARRIVAL, N96TX WAS DIRECTED TO GATE 26 FOR CUSTOMS AND IMMIGRATION PROCEDURES. HOWEVER, THIS IS NOT THE CASE FOR THE CITATION.THE GROUND MARSHAL INDICATED THE CITATION PILOTS TO START A LEFT HAND TURN TO POSITION THE CITATION FACING THE OPERATIONS AREA AND THE TAIL TOWARDS THE GATE BUILDING. ONLY THE STATIC WICK AND THE LEADING EDGE OF THE CITATION CAME INTO SLIGHT CONTACT.THE FAA-FSDO-63, THE ROC IN ATL AND THE NTSB WERE CONTACTED AND ALL PAPERWORK DONE AND COMPLETED AS NEEDED.
