What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
Aircraft lost power on short final immediately after selecting final flaps. Aircraft struck ground 350 feet short of runway 15 in safety area.a call was placed to the pilot in commands cell phone. The PIC was asked what happened and he reported that "on short final one engine laid down on me". Additionally he advised that as a result of the engine failure that he touched down just short of runway 15. The aircraft's momentum carried him onto runway 15 where he stopped. He stated that he restarted the engine and taxied to his parking spot without assistance. The PIC reported that there was no damage to the aircraft. Inspection of the aircraft revealed damage to the right hand propeller blades that are consistent with the propeller blades striking the ground. On the right engine cowl outboard access panel, three of the six dzuse fasteners were ripped out of the aluminum panel, two were deformed. On the right engine cowl inboard access panel, all six dzuse fasters were ripped from the aluminum. The left wing lower skin, inboard of the left engine, (between the left engine and the fuselage), from the leading edge back to the main landing gear door has several wrinkles. No obvious external damage to the main wing spar was observed. No rivets were observed to be pulled from the main spar where the wing skin is attached. The fuel selectors were selected to the main tanks. The fuel quantity indicators indicated as follows:main TANKSLEFT35 LBSRIGHT40 lbsaux tanksleft 10 lbsright 25 lbsnote: the type certificate data sheet indicates that the main tanks have 12 lbs of unusable fuel and the wing tanks(aux) have 6 lbs of unusable fuel. Five gallons of fuel was drained from the left main tank. Approximately one inch of fuel remained in the left main tank. No contamination was observed from any of the fuel drained from the aircraftleft engine fuel strainer was removed and checked for contamination. The left engine fuel strainer was removed and checked for contamination and presence of fuel. No contamination was found and fuel was present at strainer bowl. The right main fuel transfer pump was found to be inoperative. Left and right engine propellers were rotated to check for signs of impairment in the power train. All appeared normal. No machanical abnormality was observed on either engine.
