FSDO 19 was notified at 0744 on 05/07/2012, two inspectors were dispatched to conduct an initial investigation. The asi's arrived at kfxe at 0930 hrs and where escorted to taxiway e (echo) by airport security. At the site it was noted that the aircraft taxied over a low barricade, about 8' long by 8" wide by 6" tall with flags and red flashing light units at each end of the barricade, and hit two 3' tall barricades with two red flashing light units on each placed about 15'-20' beyond the low barricade. The aircraft suffered a collapsed nose landing gear and each engine prop struck the ground. Pilot reported that he did not see the barricades due to the time of the day, around 0630, and that he was heading east on the taxiway e, it was dawn(twilight), and the sun was very low in the horizon right in front of him. When asked if he saw the flashing red lights on the barricades he stated that they were not on. Prior to departing FSDO 19, inspectors called kfxe tower and spoke to the tower manager. The manager stated that his controller had issued to the pilot wrong taxi instructions. The controller had forgotten that a portion of taxiway e was closed due to construction and issued taxi instructions to taxi to world jet (which is located in the north east corner of the airport from hangar 52B located on the south west corner of the airport) using taxiway e, the instruction given by ATC were: take taxiway e, cross runway 13 and hold short of active runway 26. The pilot read back was correct. Immediately after the incident, the tower dispatched airport operations personnel to asses the event, and they were asked if the flashing light on the barricades where on. They stated that all barricades light were operational at the time of the incident. After evaluating the area, permission was granted by the FAA to move aircraft from taxiway to hangar 52B. Pictures of aircraft and area were taken prior to moving the aircraft and after parking it in hangar 52B. Inspectors also collected pilots' information and aircraft airworthiness data.
