A Spry Thomas C SH-2R glasair, registration N71TC, piloted by airman privacy data omitted, pilot certificate #privacy data omitted, landed on runway 26L with its landing gear in the retracted position. Aircraft operation personnel assisted privacy data omitted in towing and removal of the aircraft from the runway.

Inspectors from this office travelled to poc and spoke to privacy data omitted, he stated that it was a normal flight till he started to extend the flaps. According to privacy data omitted flaps did not extend and he was busy fixing the flap issue, being unable to extend flaps he decided to perform a no flap landing. He recalls looking at the airspeed for proper gear extension speed, he thinks that he did move the gear handle to the down position, but does not recall seeing the green gear down and locked position indicator light.

Upon inspection of the aircraft the landing gear handle was noted to be in down position and the nose gear door appeared to be in closed position. Mr. Swann claims that he did not touch any controls after the incident.

On September 20, 2013 privacy data omitted called lax FSDO and left a voicemail claiming that he discovered the flap switch to be inoperative and also the circuit breaker for the gear was tripped.
