Pilot forgot to extend landing gear on approach and landed gear up at EMT. Aircraft does not have an aural gear warning system. Ops inspector will follow up with a 44709 of the pilot.
Contirbuting factors in the incident were possible pilot fatigue, inabilty of tower to visually see gear due to darkness at the time of arrival (2230 PST), and the lack of an aural gear warning system on the aircraft make and model. The aircraft was equipped with gear warning lights that functioned properly and complied with gear warning requirements of CAR-3, however the pilot failed to see the unafe gear warning prior to landing.
