Incident #
On may 7, 2014, at 12:48PM local time N83FN, a lear 36 landed on runway 7 at Newport News/williamsburg international airport, VA. After the landing flare and touchdown the aircraft nose could not be lowered to the runway with the flight control yoke. The yoke stuck in the near full aft position. The flight crew completed the landing rollout without incident and taxied to the ramp. Upon exiting the aircraft, the flight crew noted that the elevator appeared to be positioned in the full up position. Maintenance personnel inspected the aircraft and found a horizontal stabilizer hinge pin sleeve (p/n 2431111-1) jamming the elevator control down spring assembly in the aft/elevator up position. The sleeve was removed, the aircraft was inspected. No damaged was found and the aircraft was approved for return to service.
The operator performed a review of the aircraft records and revealed that the aircraft underwent a 12 year inspection and other maintenance from June of 2012 through March of 2013. The 12 year inspection encompassed a corrosion inspection on the vertical stabilizer. This inspection task (C5530002) is contained in Learjet 35/35A/36/36A maintenance manual 5-10-27 dated January 28, 2008. The results of this inspection task determined that the horizontal stabilizer hinge pin had corrosion. The corrective action states that the horizontal stabilizer hinge pin was replaced. The discrepancy record does not identify the installation of a new sleeve p/n 2431111-3 with the horizontal stabilizer hinge pin. Neither the discrepancy nor the Learjet 35/35A/36/36A maintenance manual section 27-40-04 specify the identification and retention of the horizontal stabilizer hinge pin sleeve in the ?removal? Instructions. If the ?sleeve? Is not retained during the removal of the horizontal stabilizer hinge pin, the ?sleeve? Will drop down within the vertical stabilizer structure. The investigation revealed that a new sleeve p/n 2431111-3 was issued to the aircraft. The aircraft operated for 536.8 hours & 203 cycles between March 8, 2013, and may 7, 2014, before the horizontal stabilizer hinge pin ?sleeve? Jammed the elevator control down spring assembly in the aft/elevator up position.
