Oct 5th 2014 at 1845 pt, balloon N5285A, piloted by privacy data omitted landed offshore due to unforecasted / expected winds. Balloon landed with passengers aboard approximately 50 yards off shore. privacy data omitted Launched at 1735 pt from the encinitas area and climbed to 1000 feet, privacy data omitted determined the winds were in a northerly direction. BALLOON LANDED WITH PASSENGERS ABOARD APPROXIMATELY 50 YARDS OFF SHORE. ^PRIVACY DATA OMITTED^ LAUNCHED AT 1735 PT FROM THE ENCINITAS AREA AND CLIMBED TO 1000 FEET, ^PRIVACY DATA OMITTED^ DETERMINED THE WINDS WERE IN A NORTHERLY DIRECTION. AT APPROXIMATELY 3000 FEET, ^PRIVACY DATA OMITTED^ SAID THE WINDS SHIFTED TO THE SOUTH. AS ^PRIVACY DATA OMITTED^ APPROACHED THE LAGOON AND INTERSTATE 5 NEAR SOLANA BEACH, HE CALLED HIS GROUND CREW TO CONTACT BEACH LIFE GUARD OR 911, ABOUT HIS SITUATION. WHEN HE DESCENDED TO LESS THAN 1000 FEET OVER SOLONA BEACH AND OVER THE OCEAN SURF AT 700 FEET THE BALLOON STARTED DRIFTING IN A WESTERLY DIRECTION. AT APPROXIMATELY 100 FEET THE WIND TURNED TO THE NORTHEAST OVER THE SURF WITH A DRIFT TOWARD THE SHORE. ABOUT 25 YARDS OFF SHORE THE BALLOON BASKET WAS 10-15 FEET OFF THE WATER. THE LIFE GUARD ON SCENE APPROACHED THE BALLOON AND INSISTED THE PASSENGERS JUMP INTO THE WATER. THE LIFE GUARDS WITH THE USE OF THEIR SURF BOARDS CARRIED PASSENGERS TO SHORE. THE BALLOON WITHOUT THE WEIGHT OF THE PASSENGERS THEN DRIFTED UP ABOUT 25 YARDS. IT WAS AT THIS TIME INDIVIDUALS WHO WERE SURFING ASSISTED ^PRIVACY DATA OMITTED^ BY GRAPPING THE LINES FROM THE BALLOON AND PULLED HIM ASHORE. ^PRIVACY DATA OMITTED^ TORN DOWN THE BALLOON IMMEDIATELY AND TRANSPORTED IT AWAY.
