What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
On January 23, 2015, at approximately 1030 local (1630 UTC), the airman, holder of a commercial pilot certificate was involved in an aircraft incident while landing at the Ottawa Municipal Airport (kowi), Ottawa, Kansas. The airman and sole occupant of the aircraft sustained no injuries.
The aircraft remained in the local area then returned for a practice power off landing. Visual meteorological conditions (VMC) prevailed at the time of the incident with conditions at kowi reported as: winds from 210 degrees at 07 knots, visibility 8 statute miles, and clear skies, temperature 0, dewpoint -02 celsius.
During the approach and landing phase to runway 17 at kowi, the airman failed to verify that the carburetor heat was on prior to reducing the power to idle for a power off landing. While on base leg the airman realized that the aircraft would land short without adding power. While attempting to add power the engine ran rough and would not produce normal power. The airman immediately turned toward the grass area between the runway 17 and the taxi way. The aircraft touched down hard just short of the taxi way and the right wheel clipped a runway sign which resulted in the right gear collapse and minor damage to the aircraft. A post-incident inspection of the aircraft did not reveal any anomalies with the engine or its ability to produce power, apart from the airman?s failure to anticipate the accumulation of carburetor ice.
As the FAA filed it
ON JANUARY 23, 2015, AT APPROXIMATELY 1030 LOCAL (1630 UTC), THE AIRMAN, HOLDER OF A COMMERCIAL PILOT CERTIFICATE WAS INVOLVED IN AN AIRCRAFT INCIDENT WHILE LANDING AT THE OTTAWA MUNICIPAL AIRPORT (KOWI), OTTAWA, KANSAS.
