What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

On January 24, 2016, at approximately 1612 hrs central standard time, the airman, and pilot-in-command, of a Piper arrow, PA-28R-200, was involved in an aircraft accident upon landing at Wichita dwight d eisenhower national airport (kict), Wichita, Kansas. The PA-28 is owned by the airman?s father, but operated by the airman. Pursuant to the airman?s verbal and written statements, the PA-28 departed kict for stillwater regional airport (kswo), stillwater, Oklahoma, with two passengers onboard. When approaching kswo, airman stated the winds were gusting to 28 knots across the runway. Without attempting to land at kswo, the airman returned to kict and upon arrival, airman attempted to land on runway 19L. After a missed approach, the airman went around and heard the winds had switched directions. With the winds now being at 270 at 16 knots gusting to 27 knots, the airman was cleared to land on runway 1R. Upon landing, the airman stated that all three wheels contacted the ground, the aircraft was on the centerline, and the landing was smooth with the current conditions. The airman released the flight controls and after several hundred feet of landing rollout, the aircraft began to weathervane. With the aircraft tail swinging to the right and nose to the left, the airman attempted to correct utilizing correct rudder input. The aircraft subsequently turned 90 degrees causing the aircraft to enter the grass area between the runway and taxiway. The aircraft impacted a taxiway sign with lower side of the right wing causing substantial damage to the right wing. The right flap also sustained damage from impacting the sign. Once the aircraft was positioned into the wind, the airman gain control of the aircraft. The aircraft was able to taxi out of the grass and back to the kict fixed-base operator (FBO), Wichita, KS. The airman stated the incident occurred due to neutralizing the controls upon landing. No injuries occurred during the accident.
