CE-172-L, s/n 17260084, N3984Q, overshot runway 22 during a landing attempt at Chandelle Estates Airport, DE (0N4). The PIC subsequently lost control of the aircraft, with the aircraft coming to rest on a highway off the end of the runway. The aircraft sustained damage to the left wing, propeller, and nose gear. No injuries were sustained by the PIC and passenger. Minor propeller strike damage evident on asphalt of highway (route 9).
The PIC landed aircraft N3984Q on a 2533 x 28 ft. runway with a displaced threshold of 538 ft., with reported wind direction/speeds of 310 degrees and 27 knots, gusts to 27 knots. The aircraft touched down about halfway down the runway; the aircraft went into a skid when the brakes were applied; wind gusts caused the right wing to lift which reduced brake control; and the aircraft veered left off the runway, made contact with a ditch, and came to a stop on a highway (route 9) immediately after the ditch.
