On may 13, 2018, a Cirrus SR22 N365KA flying from hxd to dkx attempted a landing at dkx on runway 26. The first landing attempt the pilot reported a bounce and performed a go around to set up for a better approach. The second and final landing attempt was at approximately 2100. The pilot reported a normal approach with full flaps down and a touchdown that again had a small bounce. The pilot stated that the aircraft felt light as the aircraft settled and the pilot begin applying the brakes. The pilot stated there was no significate braking action so he applied full elevator back, which provided no slowing action. The pilot continued braking pressing even harder along with swerving to try to slow the aircraft. The aircraft exited the runway on the left side where it rolled through approximately 200 feet of grass down a 45-degree angle 15-foot high riprap bank. The aircraft came to rest in a nose down attitude partially submerged in the river. Upon investigation, there were approximately 1200 feet of skid mark on the runway originating from the sw side of taxiway alpha. Aircraft was recoved and both main gear tires had significate flat spots.
