N98884 Cessna departed gum VFR sightseeing tour. Approx 2340Z 10 mile west of airport on the shore line, aprrox 3 miles south of guam naval base. Pilot declaredan emergency and stated he had a complete power failure. The pilot landed on a closed airfield at the naval base, aircraft departed the end of the runway into a wooded area.

PILOT DECLAREDAN EMERGENCY AND STATED HE HAD A COMPLETE POWER FAILURE. THE PILOT LANDED ON A CLOSED AIRFIELD AT THE NAVAL BASE, AIRCRAFT DEPARTED THE END OF THE RUNWAY INTO A WOODED AREA.
