What happened
The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.
On March 19, 2021, at approximately 1200 local time, pilot in command (PIC), privacy data omitted lost control of his aircraft, N103HD, an air camper airplane with conventional-type landing gear, during climb-out, and ground looped his airplane after hitting the surface. PIC sustained no injuries. N103HD sustained minor damage to the right wingtip and the right main landing gear rim. PIC stated that on his takeoff climb, about 20 feet in the air, he experienced partial power loss of the engine, and decided to abort. PIC further stated that he purposely maneuvered the airplane to avoid going into the flower fields, where he stated there were workers in the field, causing the ground loop and the damage. In one of privacy data omitted written statements he declared that his climb pitch attitude was 19 degrees high, and that probably caused a restriction in fuel flow. PIC also stated that he had the aircraft towed to prevent further engine damage. Fire captain privacy data omitted, on scene after the incident, interviewed privacy data omitted. privacy data omitted Stated to the fire captain that he aborted the takeoff and he came down at an angle causing the minor aforementioned damage to the aircraft. privacy data omitted Did not mention any engine issues to the fire captain, or the fact that he purposely maneuvered the aircraft to avoid hurting people in the flower fields. Additionally, privacy data omitted told the fire captain that he taxied N103HD off the runway after the incident. An eyewitness stated that while he was having lunch at Fallbrook airport, he witnessed N103HD climb to about 10-20 feet, then drop at an angle hitting the left landing gear. He further stated that was all he could see because trees were blocking the aircraft afterwards. On 4/7/21, an airworthiness safety inspector arrived on scene to test the engine with privacy data omitted permission and help. There were no indication of any problems with the engine.
04/19/21-THE 44709 will not be ordered due to the PIC being in a fatal accident on 4/18/2021.
As the FAA filed it
ON MARCH 19, 2021, AT APPROXIMATELY 1200 LOCAL TIME, PILOT IN COMMAND (PIC), ^PRIVACY DATA OMITTED^ LOST CONTROL OF HIS AIRCRAFT, N103HD, AN AIR CAMPER AIRPLANE WITH CONVENTIONAL-TYPE LANDING GEAR, DURING CLIMB-OUT, AND GROUND LOOPED HIS AIRPLANE AFTER HITTING THE SURFACE. IN ONE OF ^PRIVACY DATA OMITTED^ WRITTEN STATEMENTS HE DECLARED THAT HIS CLIMB PITCH ATTITUDE WAS 19 DEGREES HIGH, AND THAT PROBABLY CAUSED A RESTRICTION IN FUEL FLOW. PIC ALSO STATED THAT HE HAD THE AIRCRAFT TOWED TO PREVENT FURTHER ENGINE DAMAGE. FIRE CAPTAIN ^PRIVACY DATA OMITTED^, ON SCENE AFTER THE INCIDENT, INTERVIEWED ^PRIVACY DATA OMITTED^. ^PRIVACY DATA OMITTED^ STATED TO THE FIRE CAPTAIN THAT HE ABORTED THE TAKEOFF AND HE CAME DOWN AT AN ANGLE CAUSING THE MINOR AFOREMENTIONED DAMAGE TO THE AIRCRAFT. ^PRIVACY DATA OMITTED^ DID NOT MENTION ANY ENGINE ISSUES TO THE FIRE CAPTAIN, OR THE FACT THAT HE PURPOSELY MANEUVERED THE AIRCRAFT TO AVOID HURTING PEOPLE IN THE FLOWER FIELDS. ADDITIONALLY, ^PRIVACY DATA OMITTED^ TOLD THE FIRE CAPTAIN THAT HE TAXIED N103HD OFF THE RUNWAY AFTER THE INCIDENT. ON 4/7/21, AN AIRWORTHINESS SAFETY INSPECTOR ARRIVED ON SCENE TO TEST THE ENGINE WITH ^PRIVACY DATA OMITTED^ PERMISSION AND HELP. THERE WERE NO INDICATION OF ANY PROBLEMS WITH THE ENGINE.
