Part 91 operator, operating a 1981 Piper, PA-32-301 N8415H, serial number 32R-8113092 conducting visual approach and landing on runway 31 at Fort Lauderdale executive airport (fxe), during final approach the aircraft descended to the runway with the right main landing gear retracted, touching down on its left main and nose gear settling onto the right lower flight step and portions of the right wing lower surface, skidding down the runway approximately 20 yards coming to rest upright and to the right of the runway center line at the intersection of runway 31 and taxiway (m). The pilot in command was the sole occupant of the aircraft and reported no injuries. Preliminary examination of aircraft:
The aircraft lower fuselage area skin was observed to be intact with no visual evidence of damage, an examination of the nose landing gear revealed no visual evidence of damage with the nose gear observed to be in the down and locked position, examination of the nose landing gear door fairings and lower engine cowling revealed no evidence of damage, a visual inspection of the forward fuselage firewall and engine exhaust found no evidence of physical damage or deformation, engine moved freely when propeller was rotated, the propeller hub, blades, spinner and spinner bulkhead showed no evidence of damage, the aircraft flight controls were examined, elevators, rudder and ailerons were found to move freely and correctly, the right wing tip, right wing aileron and right wing flap lower outboard trailering edges exhibited evidence of abrasion and minor deformation damage consistent with contact on the runway surface while in motion, the aircraft flaps were observed to be in the up position and matched the flap control handle position inside the aircraft, the flight step attached to the lower right fuselage area exhibited evidence of abrasion damage to the bottom of the step and deformation consistent with structural overload, the flight step was observed to be partially bent upward. The aircraft nose landing gear and left main landing gear were found in the down and locked position, the aircraft right main landing gear was found in the up position partially extended with the gear protruding from the aircraft lower surface approximately four inches, the landing gear primary control lever was observed to be in the down position and the landing gear emergency extension control was observed to be in the stowed position. During recovery of the aircraft, the aircraft was lifted and the right main landing gear was pulled to the down and locked position, by recovery personnel, the right main landing gear fairing leading edge sustained minor damaged by the recovery team while moving the right main landing gear to the down and locked position, the landing gear position indicator and gear unsafe lights corresponded with the landing gear when in the down and locked position. The aircraft was lowered and towed clear of the runway. Follow up examination and function check of the aircraft landing gear system identified a second uniqeue failure mode both mains and nose landing gear failed to retract during examination, landing gear hydraulic power pack was replaced, subsequent landing gear swing duplicated original failure mode right main landing gear did not extend during normal or free fall opertion, detailed fault isolation identified failed landing gear free fall valve assembly, repairs were acomplished subsequent landing gear system tests exhibited correct landing gear system function in both normal and free fall operation.
