Enroute from tiw to pae, the PIC elected to circle over Bothell, WA to set up a straight in approach to pae. At this time the engine abruptly shut down. Attempts to restart with electric fuel boost pump, l+r+b mags failed to turn the propeller. PIC pitched down a bit to try to windmill the propeller-did not work. Forced landing on a public highway, hit high tension power lines prior to touchdown. Reason for engine failure unknown at this time.
