From the FAA’s Accident/Incident Data System (AIDS), through its Aviation Safety Information Portal, as reported. The NTSB investigates accidents separately, and its record of an accident is the fuller one. The aircraft is matched to the registry by N-number and event date, checked against the reported make and model; the registry’s history has gaps, so older matches can be wrong. Compare the reported make and model.

What happened

The FAA’s narrative, in sentence case. The FAA writes it in capitals and removes private details.

On October 20, 2022, this office received a general aviation occurrence report from beaumont/port arthur, TX (bpt). The report stated that on October 20, 2022, at 15:13 central daylight time, aircraft registration number privacy data omitted, a Cessna model 182, during landing had a runway excursion to the left side of runway, then taxied to the north ramp t-hangers without further incident. No damage to the aircraft or runway reported. Pilot stated to the tower that he believed there was a 20 mph quartering tailwind at the time.

On an email dated November 14, 2022, the pilot in command (PIC) provided a statement confirming the excursion but added that he had a slight propeller strike and that it was being evaluated by his mechanic at this time. The PIC provided pictures of the damage to the propellers.

On November 21, 2022, this office emailed the PIC informing him that the FAA was investigating the excursion incident. This office provided him with compliance program and airman rights brochure that listed the runway excursion in privacy data omitted, privacy act notice and a houston FSDO office “surface” questionnaire. The PIC called me and stated that the propeller and the engine were being removed and sent out for inspection. The PIC had a few questions on the information that was emailed him, that were answered at this time.

This office performed a search in the FAA surveillance reporting system on the PIC andprivacy data omitted. The office discovered a similar incident had occurred in June 2021 with the PIC and privacy data omitted. No damage reported at that time and the cause was identified as wind gust during touch and go’s. this office could not find where any action was taken against the PIC and the task was closed 8/06/21.

On November 18, 2022, the office received the audio recording from bpt tower andprivacy data omitted. privacy data omittedWas given landing instructions and wind condition. privacy data omitted Acknowledged the instructions. Tower contactedprivacy data omitted after the excursion and instructed privacy data omitted to call the tower. privacy data omittedAcknowledged.

On November 22, 2022 the office received the completed surface questionnaire from the PIC and a phone call from him. The PIC was very cooperative and willing to do what was nesscery to address the safety issue.

After finding no actions taken at the previous incident, facts of the current incident and the pic’s willingness to improve, the office believes counseling in the following subject areas are appropriate:

1. Normal and crosswind take-off’s and landing

2. Cross-control operations

3. Directional control on touchdown and landings

4. Wind indications and wind estimation

The office believes these subject matters will re-inforce the pic’s knowledge in the deficient areas identified by the root cause analysis and address the identified safety risk. Houston FSDO, asi-ops has agreed to conduct the counseling.

This investigation is considered closed.

As the FAA filed it

ON OCTOBER 20, 2022, THIS OFFICE RECEIVED A GENERAL AVIATION OCCURRENCE REPORT FROM BEAUMONT/PORT ARTHUR, TX (BPT). THE REPORT STATED THAT ON OCTOBER 20, 2022, AT 15:13 CENTRAL DAYLIGHT TIME, AIRCRAFT REGISTRATION NUMBER ^PRIVACY DATA OMITTED^, A CESSNA MODEL 182, DURING LANDING HAD A RUNWAY EXCURSION TO THE LEFT SIDE OF RUNWAY, THEN TAXIED TO THE NORTH RAMP T-HANGERS WITHOUT FURTHER INCIDENT.

THIS OFFICE PROVIDED HIM WITH COMPLIANCE PROGRAM AND AIRMAN RIGHTS BROCHURE THAT LISTED THE RUNWAY EXCURSION IN ^PRIVACY DATA OMITTED^, PRIVACY ACT NOTICE AND A HOUSTON FSDO OFFICE “SURFACE” QUESTIONNAIRE.

THIS OFFICE PERFORMED A SEARCH IN THE FAA SURVEILLANCE REPORTING SYSTEM ON THE PIC AND^PRIVACY DATA OMITTED^. THE OFFICE DISCOVERED A SIMILAR INCIDENT HAD OCCURRED IN JUNE 2021 WITH THE PIC AND ^PRIVACY DATA OMITTED^. NO DAMAGE REPORTED AT THAT TIME AND THE CAUSE WAS IDENTIFIED AS WIND GUST DURING TOUCH AND GO’S. THIS OFFICE COULD NOT FIND WHERE ANY ACTION WAS TAKEN AGAINST THE PIC AND THE TASK WAS CLOSED 8/06/21.

ON NOVEMBER 18, 2022, THE OFFICE RECEIVED THE AUDIO RECORDING FROM BPT TOWER AND^PRIVACY DATA OMITTED^. ^PRIVACY DATA OMITTED^WAS GIVEN LANDING INSTRUCTIONS AND WIND CONDITION. ^PRIVACY DATA OMITTED^ ACKNOWLEDGED THE INSTRUCTIONS. TOWER CONTACTED^PRIVACY DATA OMITTED^ AFTER THE EXCURSION AND INSTRUCTED ^PRIVACY DATA OMITTED^ TO CALL THE TOWER. ^PRIVACY DATA OMITTED^ACKNOWLEDGED.
