Analysis

While on final approach for landing, the pilot noticed a loss of power at about 500 ft AGL. He verified that his carburetor heat was on and pushed the throttle forward. Power was restored for a second, but once again, it was lost. While landing on hospital grounds about 1/4 mile from the runway, the plane clipped a tree and struck an ornamental tie-beam. An examination revealed that both fuel tanks were empty. The pilot had not added fuel at his last stop-over point. The aircraft had flown 3.6 hours since it was last refueled.
