Introduction This Special Airworthiness Information Bulletin (SAIB) alerts you, an owner or operator of the Iniziative Industriali Italiane (3I) S.p.A. Sky Arrow 650 TC and 650 TCN models equipped with a two bladed fixed pitch Hoffmann propeller, that 3I has issued Service Bulletin SB-C 03/00 Rev. 1, dated March 22, 2001. The Service Bulletin was written to alert owners that some flight manuals have printing errors that could lead to the installation of propellers with the wrong part numbers and subsequent loss of performance. The correct Hoffmann propeller P/N should be HO17FHM-167 148 LD. The Service Bulletin states which pages of the flight manual need to be checked. If the wrong part number is referenced, the service bulletin has the correct pages to be incorporated. The service bulletin also states how to get the proper propeller if the wrong one is actually installed on the aircraft.
Background The Italian Airworthiness Authority, Ente Nazionale per l’Aviazione Civile (ENAC-RAI), has issued Airworthiness Directive (AD) number RAI - AD 2001-272 dated July 9, 2001, mandating 3I Service Bulletin SB-C 03/00 Rev. 1 be accomplished before further flight as of the effective date of the RAI AD, which is July 9, 2001.
