FORWARD ELEVATOR CONTROL CABLE UP. CABLE WAS FOUND WRAPPED AROUND RUDDER PULLEY RETAINER. WAS RIDING RUDDER PULLEY, CABLE GUARD PIN. AT APPROX FUSELAGE STA. 426.5 SUSPECT CABLE BLOCKS NOT USED DURING PRIOR MAINTENANCE OF ELEVATOR CONTROL CABLES.
