PILOT STATED THAT DURIUNG DESCENT, THE ENGINE ROLLED BACK TO 1500 RPM, DECLARED AN EMERGENCY AND LANDED WITHOUT INCIDENT. THE PROPELLER GOVERNOR WAS REPLACED AND NO FURTHER DEFECTS WERE NOTED.
