UPON LANDING, LEFT BRAKE FROZE RESULTING IN A FLAT TIRE ON RUNWAY. DEPARTURE HAD BEEN FROM AN UNPLOWED SNOW COVERED RUNWAY. SUSPECT SNOW PACKED AND FROZEN BRAKE. INSPECTION REVEALED NORMAL OPERATION.
