CREW REPORTED THAT THEY WERE UNABLE TO GET 'A' SYSTEM HYDRAULICS TO FLIGHT CONTROLS. FOUND A SYSTEM FLIGHT CONTROL SHUT-OFF VALVE FAILED CLOSED. REPLACED SHUTOFF VALVE. OPS CHECK GOOD.
