AT TAKEOFF, NR 1 ENGINE HAD UNCONTROLLABLE FLUCTUATIONS OF PLUS/MINUS 500 RPM. SHUT DOWN ENGINE AND RETURNED TO MAKE LANDING WITHOUT INCIDENT. MAINTENANCE REPLACED BRUSHBLOCK AND OPERATION THEN NORMAL. (M)
