PILOT REPORTED THAT CABIN PRESSURIZED ON GROUND. FOUND VACUUM HOSES TO OUTFLOW AND SAFETY VALVES HAD DEFECTIVE HOSE CLAMPS. REPLACED CLAMPS, OPS CHECK SATISFACTORY.
