What was found
PILOT REPORTED LEFT FLAP WOULD NOT FULLY EXTEND. AN INSPECTION WAS CONDUCTED AND THE FLAP PULLEY BRACKET WAS FOUND BROKEN. THIS CONDITION CAUSED FLAP CABLE TO HAVE EXCESSIVE SLACK.
