CREW REPORTED THE NR 3 ENGINE HAD ROTATION DURING START BUT WOULD NOT IGNITE. TROUBLESHOOTING IDENTIFIED THE IGNITER EXCITER AS DEFECTIVE. INSTALLED AN O/H EXCITER, FUNCTIONAL CHECKS SATISFACTORY.
