ON TAKE OFF, NR 3 ENGINE EXPERIENCED COMPRESSOR STALL. DUMPED FUEL AND PERFORMED AN AIR TURN BACK. TROUBLESHOT SYSTEM, BORESCOPED ENGINE WITH NO DISCREPANCIES NOTED. FOUND HIGH STAGE BLEED VALVE STUCK IN THE OPEN POSITION.
