AIRCRAFT WAS GNDED. AIR INTERRUPT, EMER DECLARED, LANDING UNEVENTFUL & ACFT WAS OVERWEIGHT. DURING FLIGHT, ACFT WOULD NOT PRESSURIZE & OUTFLOW VLV WAS OSCILLATING BACKWARD & FORTH. R & R OUTFLOW VLV ACTUATOR & ACCOMPLISHED OPERATIONAL CHECK IAW AMM 21-32-05.
