AIRCRAFT NOT GROUNDED: AFTER TAKE-OFF, ECAM MESSAGE AFT CARGO DOOR UNSAFE. RETURNED TO PHX, EMERGENCY DECLARED. MAINTENANCE DETERMINED DOOR WAS SECURELY CLOSED, INDICATION WAS FAULTY, AND PLACARDED THE INDICATION. FLIGHT REFUELED AND RE-DEPARTED.
