AIRCRAFT WAS GROUNDED: AN EMERGENCY WAS DECLARED DUE TO: DURING DESCENT GOT A LOW OIL QUANTITY INDICATION ON THE NUMBER 1 ENGINE; INDICATED BETWEEN 4 TO 2 STARTED THE FLIGHT WITH AROUND 18. AIRCRAFT EMERGENCY LANDED SAFELY AT ORD. REMOVED AND REPLACED NUMBER 1 ENGINE STARTER. PER AMM 80-11-01. OPS CHECK GOOD.
