AIRCRAFT WAS GROUNDED: FUMES/ODOR IN CABIN WITH RECIRC FANS TURNED OFF. DECESION MADE TO DIVERT TO MAD. EMERGENCY DECLARED AND LANDED OVERWEIGHT WITHOUT INCIDENT. MAINTENANCE ACTIVATED AND RAN UPPER RECIRC FANS FOR OVER 4 HOURS IAW AMM 21-25-01 NO ODOR NOTED.
