AIRCRAFT WAS GROUNDED: PILOT REPORTS IAH TOWER AND OTHER AIRCRAFT RELAYED FUEL EMITTING FROM AIRCRAFT'S RIGHT SIDE. DECESION MADE TO RETURN TO IAH EMERGENCY DECLARED, OVERWEIGHT LANDING, ARFF DISPATCHED. AIRCRAFT LANDED WITHOUT ISSUE. MAINTENANCE REPLACED RIGHT SIDE WING TANK FLOAT SWITCH IAW AMM 28-21-71.
