AIRCRAFT WAS NOT GROUNDED: R4 DOOR SHOWS OPEN AND UNABLE TO ARM. MAINTENANCE INSPECTED AFT RIGHT PASSENGER DOOR PER AMM 52-13-00 AND FOUND DOOR SAFETY STRAP NOT FULLY RETRACTED - MAINTENANCE OPENED DOOR AND RETRACTED SAFETY STRAP WHICH ALLOWED THE DOOR TO BE ARMED NOW
