PILOT REPORTED A STRONG SMOKE ODOR IN COCKPIT AND FORWARD CABIN NO VISIBLE SMOKE. ENGINE 1 AND APU RUNNING WITH BOTH PACKS ON. MX PERFORMED OPERATIONAL CHECKS OF PACKS, ENGINES, APU AND COULD NOT DUPLICATE. ACFT APPROVED FOR RETURN TO SERVICE.
