(AUS) FUSELAGE BULKHEAD LOCATED AT STN 209 CRACKED. BULKHEAD HAD BEEN INCORRECTLY REPAIRED PREVIOUSLY ALLOWING CRACKING AT HORIZONTAL STABILIZER ATTACHMENT POINTS. PERSONNEL/MAINTENANCE ERROR.
