(CAN) CARGO DOOR ACTUATOR FOUND TO HAVE HIGH RELEASE FORCES FROM INTERNAL LOCKS. TEARDOWN REPORT INDICATES LOCKING RING, KEYS WORN AND GALLED. LPCK POSITION TEFLON BACKUP RINGS TWISTED, DEFORMED, LOCKRAM ALSO WORN AND GALLED. REPLACED.
