(CAN) RT RUDDER WAS FOUND TO HAVE APROXIMATELY TWO GALLONS OF WATER INSIDE DUE TO A PLUGGED DRAIN GROMMET. FURTHER INSPECTION FOUND DETERIORATED COTTON TAPES FROM AN OLD CECONITE FABRIC RE-COVERING JOB. RUDDER REMOVED AND RECOVERED
