(CAN) ATC REPORTED THAT ACFT WAS NOT REPORTING MODE C. INSPECTION OF ENCODER FOUND WATER ON THE CIRCUIT BOARD WHICH LEAD TO A SHORT. ENCODER REPLACED. MAINTENANCE PERSONNEL WILL INSPECT ACFT FOR ENTRY SOURCE OF WATER.
