(CAN) ON APPROACH, THE SLATS DID NOT EXTEND AS COMMANDED. THE CREW DECLARED AN EMERGENCY AND LANDED UNEVENTFULLY. OPERATOR MAINTENANCE SUSPECTS MOISTURE INGRESS TO RIGHT-HAND SLAT ACTUATOR NR 3 AS THE CAUSE OF THE PROBLEM. ACTUATOR REPLACED.
