What was found
(CAN) NR 4 ENGINE RPM DECAYED TO BOTTOM OF NORMAL RANGE AT HIGH POWER DURING TAKEOFF, BOMBING BUT WAS NORMAL IN CLIMB AND CRUISE. AFTER TROUBLESHOOTING THE ROTARY ACTUATOR WAS REPLACED AND PROBLEM WAS FIXED.
