(CAN) AT TAKE OFF POWER, THE PILOT OBSERVED PROPELLER SPEED AND TORQUE FLUCTUATIONS. DURING THE TROUBLESHOOTING, THE OVERSPEED GOVERNOR WAS CHANGED AND FLUCTUATIONS PERSISTED. TROUBLESHOOTING IS ONGOING.
