(CAN) ON START THE RT ENGINE WOULD NOT LITE OFF. ROTATION UNKNOWN. FLIGHT CREW NOTIFIED MAINTENANCE. FLIGHT WAS EVENTUALLY CANCELLED. UPON INVESTIGATION, MAINTENANCE NOTICED THE RCR AND WIRES WELDED AND BURNED.
